“工業4.0”平臺 人工智能平臺
波爾特是DFKI所屬的深度學習能力中心主任，長期從事多媒體分析和數據采掘研究，曾獲麥肯錫商業技術獎和谷歌研究獎。DFKI是德國首個以公私合作伙伴關系（PPP）模式建立的大研究中心，分布在凱撒斯勞滕、薩爾布呂肯、不萊梅、柏林等地，主要負責應用性基礎研究、產品功能及樣品開發、提供專利方案等。
波爾特介紹，2013年德國政府提出的“工業4.0”戰略就涵蓋了人工智能。“工業4.0”戰略著重在制造業等領域利用互聯網、人工智能技術，將人與機器、機器與機器連接起來，實現智能化操作和智能化生產。之后，在聯邦教研部的倡導下成立的“工業4.0”平臺，將研究機構、大學和企業的研發力量集中到一個平臺上，大大推進了人工智能在這個平臺下的開發和應用。聯邦政府為這個平臺前期投資了2億歐元，并帶動了工業界和民間的投資。
人工智能與認知系統、會學習的機器密切關聯。因此，2017年9月，聯邦教研部又啟動了一個稱為“學習系統”的人工智能平臺，這是繼“工業4.0”平臺之后，德國政府推出的第二個以數字化為主題的研發平臺。這項計劃是通過開發和應用“學習系統”，使未來的工作和生產更加靈活和節省資源，提高工作效率和生活品質，促進經濟、交通和能源供應等領域的可持續發展。聯邦教研部部長萬卡表示：“我們必須從新的角度來思考人工智能，它就像‘工業4.0’一樣，將帶來深刻的變化，在德國起到系統性的推動作用。”
投資力度不夠 發展模式不同
德國新一屆政府在其組閣文件中曾6次提到人工智能，足以顯示重視程度。但與中、美相比，目前德國的投資力度還遠遠不夠，政府在項目上的投資僅數億歐元。而中國政府在2107年出臺了詳細的人工智能發展規劃，將投入數十億美元。在企業界，美國的Big Five（微軟、谷歌、蘋果、臉書和亞馬遜）和中國的BAT（百度、阿里巴巴和騰訊），投資人工智能的研發費用約為200億—300億美元。
波爾特博士介紹，德國除了投資力度不夠外，與中、美兩國明顯不同的還有發展模式。中、美兩國在互聯網技術方面具有優勢，Big Five和BAT都是網絡巨頭，以其IT和網絡優勢帶動人工智能發展。而德國的優勢是高端機械制造業，即便是在DFKI這樣的人工智能研究機構，很多科研人員也是來自機械工程系。他們可以做出很像樣的硬件，但在軟件開發和應用方面略顯遲鈍。
